Franken Flub? Crushed Velvet

Hello my loves. We've hit Wednesday, woot! I only feel mildly drained so far into the week so fingers crossed I can finish out strong! Or, I could just completely and entirely fall on my face, whateva!

Anywho, today I have a franken for you that I am teetering on the edge of calling a failure. I will let you decide. I started off with about 2/3 of a mini bottle's worth of Hard Candy Matte-ly in Love top coat. I followed it up with one scoop of TKB True Blue powder pigment, one scoop of Misfits on 8th Neon Green Powder Pigment, one scoop of TKB Green Sparks!, and finally, one small scoop of Star Trinkets fine green shimmer. I was hoping for a matte turquoise polish that looked like it glowed from the inside with green shimmer. I got this

Shimmer? You can kinda see it... I guess



I love the color, I'm just bummed at the lack of shimmer and the fact that it made my nails look like CRAP. Of course, that could also be my Elmer's glue base coat which sometimes dries down a little bumpy. Still...meh. What do you guys think? How would you improve it? Swatches show two coats and required a little help with leveling.
